أحدث عام 1922 بموجب قرار المندوب السامي لسلطة الانتداب الفرنسي رقم 1080. ثم نظم بالمرسوم الاشتراعي سنة 1959: "نظام الأوسمة" وتم تعديله مرات عديدة.
لمن يمنح؟
يمنح "للذين يقومون بأعمال تدل على المروءة والإخلاص وبخدمات في سبيل لبنان من أي نوع كانت ويمكن منحها للمستحقين بعد موتهم" كما جاء بنص المرسوم رقم 2510 تاريخ: 1927-12-13
درجاته
لوسام الاستحقاق أربعة درجات عادية، أضيف إليها درجة ممتازة سنة 1930 سميت لاحقاً: "الرتبة الاستثنائية"، تمنح حكما لرئيس الجمهورية وتهدى لملوك ورؤساء الدول. وفي عام 1957 أحدث "الوشاح الأكبر للاستحقاق اللبناني" لتكريم رؤساء الهيئات التشريعية ورؤساء الوزراء والأمراء وأولياء العهد. وبذلك أصبح لوسام الاستحقاق مرتبتان و أربعة درجات كما جاء في المرسوم 122 سنة 1959:
يشتمل وسام الاستحقاق اللبناني على:
اسم الوسام
سمي الوسام عند إنشائه: "مدالية الاستحقاق اللبناني" واعتمدت هذه الصيغة في معظم المراسيم ذات الصلة، أما على الشهادة الرسمية للوسام فلقد تم استخدام الصيغة التالية: "مدالية الاستحقاق اللبناني الفخرية" وبالفرنسية:
MÉDAILLE D'HONNEUR DU MÉRITE LIBANAIS
لاحقا كما في المرسوم 122 سنة 1959 اعتمدت صيغة "وسام الإستحقاق اللبناني".
ميدالية درجاته العادية
ميدالية وسام الدرجات العادية قطرها ثلاثة سنتيمترات، صممها الرسام والشاعر جورج قرم بعد أن فاز بمسابقة نظمت لهذه الغاية.
وجه الميدالية يمثل شخصية بالزي اللبناني التقليدي أمام شجرة أرزة يعترض طريق أسد هائج، وقد ظهر في الخلفية بيوت مقنطرة تمثل بلدة لبنانية. باتجاه الساعة الرابعة نقش إمضاء الفنان: G. CORM، ولكن على بعض النماذج لم يظهر الإمضاء.
الوجه الخلفي للميدالية يحمل زخارف أرابيسك، وحافته مرفوعة، وعلى نصفه العلوي مكتوب حول قوسه الخارجي "* المروءة والشرف *" ، وحول قوسه المركزي "دولة لبنان الكبير". وفي الوسط على جانبي المركز أفردت مساحتين لنقش أسم المكرم. أما القسم السفلي للوجه الخلفي فهو نظير القسم العلوي وكان يحمل أثناء الانتداب نفس المعاني بالفرنسية:

ETAT DU GRAND LIBAN
ولكن أزيلت الكلمات الفرنسية بعد الاستقلال.
شريطة درجاته العادية
شريطة الميدالية من نسيج الجروجران عرضها 36 ملم وطولها 50 ملم، وكانت تتشكل أثناء الانتداب من ثلاث خطوط متساوية بالعرض مماثلة لألوان العلم الفرنسي، وتتوسط الشريط الأبيض أرزة مطرزة. أما بعد الاستقلال فلقد جاء بمرسوم صدر سنة 1943: "ان شريطة مدالية الاستحقاق اللبناني تمثل ألوان العلم الوطني احمر فابيض فاحمر، أقساماً أفقية، تتوسط الارزة القسم الأبيض بلون أخضر".

The Lebanese Order of Merit was established in 1922 by the decision of the High Commissioner of the French Mandate Authority No. 1080. It was later regulated by legislative decree in 1959, known as "The Medals Regulation," and has been amended multiple times.
Who is eligible for the order?
The Order of Merit is granted to individuals who perform acts of chivalry, sincerity, and service of any kind for the sake of Lebanon. It can also be granted posthumously to beneficiaries, as stated in Decree No. 2510 dated 12-13-1927.
The order's classes
The Order of Merit has four ordinary classes, and an excellent class was added in 1930, later named the "Extraordinary Grade." In 1957, the "Grand Cordon of The Lebanese Merit" was added to honor the heads of legislative bodies, prime ministers, princes, and crown princes. Therefore, the Order of Merit became to have two grades and four classes, as stated in Decree 122 of 1959:

The medal's name
The medal was initially called the "Lebanese Medal of Merit," and this formula was approved in most relevant decrees. The official certificate of the medal used the following formula: "Lebanese Honorary Medal of Merit" in French: MÉDAILLE D'HONNEUR DU MÉRITE LIBANAIS. Later, in Decree 122 of 1959, the formula "Lebanese Order of Merit" was adopted.
The medal's design of the ordinary classes
The medal of the ordinary classes is three centimeters in diameter, designed by the painter and poet Georges Corm after winning a competition organized for this purpose.
The obverse side of the medal features a figure in traditional Lebanese attire in front of a cedar tree, standing in the way of a raging lion. Arched houses representing a Lebanese town appeared in the background. The artist's signature "G. CORM" is inscribed towards 4 o'clock, but it does not appear on some medal's varieties.
The reverse side of the medal bears arabesque motifs, and its edge is raised. On the upper half, "Devotion and Honor" is inscribed in Arabic (المروءة والشرف) around its outer bracket, and "The State of Greater Lebanon" in Arabic (دولة لبنان الكبير) is inscribed around its central bracket. In the middle, on both sides of the center, there are two spaces for engraving the honorable name. The lower section of the back face is the counterpart of the upper section, and during the Mandate, it carried the same meanings in French:

But the French text were removed after independence.
The Medal's Ribbon
The ribbon of the medal is made of grosgrain fabric, 36 mm wide and 50 mm long. During the Mandate, it was composed of three stripes of equal width, similar to the colors of the French flag, with an embroidered cedar in the middle. After independence, a decree was issued in 1943 stating that "The ribbon of the Lebanese Merit Medal represents the colors of the national flag, red, white, then red, in horizontal sections, with the cedar in the middle being the white section in green."
